Water System Master Plan & Water Rate Study

This project updated the Capital Improvement Plan (CIP), integrated CIP projects into a new rate structure, and initiated predesign for a new tank. The WSMP is a strategic tool for informed decision-making, analyzing the District’s water system, developing a hydraulic model, and identifying improvements and storage capacity. It addresses aging infrastructure, predictive analytics, and seismic resilience for long-term sustainability. The water rate study assessed operating and infrastructure costs, addressing revenue requirements, cost of service, and rate design to develop cost-based, proportional rates that promote conservation, revenue stability, and customer equity. A new 3.0 MG reservoir will meet current and future water storage needs, focusing on water quality, optimal storage, and cost-saving measures. The design will consider tank configuration, contractor access, foundation requirements, and compliance with funding agency standards.
